Congress of Students & Angolan community

Denomination

The organization is denominated, Congress of Students and Angolan community.

Foundation: 17 of March 2004

Headquarter and the ambit of representations



Congress of Students & Angolan Community (Which will be referred as C.E.C.A throughout the document) is an Angolan organization with headquarter in the Republic of South Africa in the province of Western Cape, and if the executive committee decides, can establish or even open branches and other kinds of representation within national territory [Angola] or/and abroad.
The executive committee can decentralize its administrative activities as long as it is necessary.
The representations of branches should be directed by a representative appointed by the executive committee of the organization and composed by delegates within its task team
Nature

The Congress of student and Angolan community is an independent and non governmental organization based on the development of Angolan masses, which brings together on its organizational structures, Angolan citizens without discrimination, educational level, gender, ethnic origin, religious faith or place of birth.

C.E.C.A activities are based on a vast democratic participation at all levels and social classes of the Angolan people residents in the Republic of South Africa, interested in the triumphs of its ideals, based on the rich traditions of Angolan people's culture, on the struggle for consciousness regeneration of Angolans for promotion of democratic principles universally accepted. The national unity and combat the divisions within Angolans of their experiences on the new democratic values applicable on Angolan reality.

C.E.C.A is organized at South African level and acts in terms and constitutional norms in force, independently of any political organization or any state, government and foreign institution.
The organization can conduct alliance with other Angolan or international non governmental organizations [NGO] whose ideals are identified correctly.

Mission
It is C.E.C.A's mission to:

-Combat all forms of abuse of human right.
-Cultivate, promote and to preserve the spirit of patriotism.
-To inform the Angolan communities about national and international events; ensuring to provide the right to correct and impartial information.
-To collaborate with current institution either of the government of Angolan as well as South African government for the future of Angolan community
-To motivate the youth about the culture of learning as form of maintaining a better future
-To promote the culture and education tolerance in the community's social progress.
-To Defend and to represent the Angolan community's interests in RSA, namely before the state and the entities, negotiating conventions collective works.
-To promote the respect for ethical and social values of people, and of the family in a democratic state

Objectives

-To unite all the Angolans in the republic of South Africa.
-To incorporate all Angolans without sexual discrimination, ethnic [race] and colour in a democratic and fraternization ambit.
-To create platform of harmony among its members.
- To Observe and act in accordance with principle of fraternization ambit.
- To Stimulate and encourage the youth for the challenges of the future through education and skill upbringing
- Promotion of woman at all levels and preservation of the Angolan family.

Vision

- To contribute for the consolidation of Angolan nation and to restore national unity ties
- To promote moral values and social function in the community particularly on a contribution of Angolan democracy.
- To promote Agreement of ideas in ambit of open frank [sincere] candid debates.
- To Work together as a collective and with the spirit of permanent dialog.
- Promotion and regeneration of cultural and common values of Angolan genuineness
- Open and francs debates among Angolan.
- Support to the development of the cultural and social manifestations.




Integration and participation

1- The patrimony of organization can in the pursuit of its objectives to build dependent structures of itself on the approval of the executive committee.
2 - The organization can establish friendly relationship with national and foreign entities [organizations] in form of associations and cooperation in a socio-cultural ambit.

Chapter 2

Statutory capital, patrimony and incomes

Act 4

Statutory capital

1 - The patrimony of the organization is formed or consists of all goods and means existent or that can or will be acquired
2 - The subsidies donations and legacies.
3 - The incomes of its own goods, or activities allowed by law.
4 - The organization survives by donations.
5 - The alterations to the statuary capital will be decided by the executive commission or on proposal of the general executive committee of C.E.C.A.

Rights and obligations

The executive commission ought to be pronounced to the organs of social communication [National and International] on the cases of injustice and violation of the human rights that are imposed in the Angolan community

The pronouncement should be formally effectuated in writing, via fax, e-mail or telegram.
In case of Angolans that are on captivity, kidnapping, or violation, the pronouncement should be made by a representative or member of the executive committee addressing the international organization namely World Service Authority, Human Rights, UN, UA, etc.

Organization and function

1- Are organs of the organization C.E.C.A

A) - The executive Commission
B) - Congress (CECA)
C) - Neutral Counsellors


Administrative composition of the Congress

The general Congress of C.E.CA is composed by the following members unanimously elected
The executive in general is the supreme organ with wider powers within limits of the organization and of the present statute.

And it is integrated

1. The President
2. The deputy president
3. The general secretary
4. The secretary for Information
5. The Legal Advisor
6. The secretary for Finances / Treasurer
7. The secretary for Communities
8. The Secretary for Promotion of Woman and Children

The secretaries are elected unanimously

The presidency of the Congress is elected by absolute and secret vote of all of the members of the Congress and of the community.

The general Leadership of the Congress‘s advisory body [organ] of the Congress and the community is composed by members and representatives of the organization.

The duration of the mandate of the organs of the Congress and of the Community is of 2 years from the time of the investiture.

The Candidate can re-candidate for a second term if there is a unanimous consensus, and may not leader for more than two terms.

The executive committee meets extraordinarily, whenever it is requested by the executive commission, or by the President

The general Congress meets twice a month while the executive commission can meet in emergency if necessary.

The minimum of two thirds [2/3] majority must be present in order for the meeting to take place

The convocation for the meeting is done by expedient with antecedent minimum of 5 days, scheduling the date, venue, hour and agenda of the meeting.

Competence

It is Competent to the executive committee without prejudice the following tasks:

- To study and approve socio-cultural plans of members which aims to benefit the Angolan community
- To analyze and approve the organization and administration of the representations or nucleus, the internal regulations, and the other norms of internal operation.
- To approve the creation of participations in/or associations with other organizations already existent.
- To appoint and to discharge on proposal of the President, and General Secretary and representatives.
- To approve the constitution [Statute] of mandatory with the powers to which judges convenient. [With president's signature].
To approve the relative norms for the members.
- To suggest alterations to the present statute, to elaborate the report for objectives of the community.
- To motivate the leadership of the Congress to act relatively on the community's objective.
- To approve the contraction of services and goods not expressly foreseen in the plans
- To appoint task team of the social communication organ.

Division of tasks

In the exercise of their functions the executive members will proceed with the division of tasks divided between them that are coordinated in the specific area of activities

Organizational committee

The executive committee can create under its dependence coordination of some of their members, the socio-cultural committee and organs of support that it understand convenient, namely its integral responsible, and its defined powers.

President

It is competent to the President of the organization the following:

- To represent the organization with the sense actively or passively.
- To coordinate the activities of the general executive committee.
- To Summon and preside the respective meetings.
- To Sign all of the documents of the organization.
- To appoint and to discharge members of the executive committee of the Congress.
- To dissolve the executive committee if it is necessary or in case of the violation of the statute.
- To appoint a general Secretary
- To approve work programs that will benefit the Angolan community.
- To verify the accomplishment of the tasks entrusted to the remaining organs of the statutes and regulation of the organization.

Vice-president

It is competent to Vice President of the organization the following:

-To represent the organization in the absence of the president.
- To coordinate the activities of the executive committee and the remaining activities of internal administration of the organization.
- To designate of among the members of the executive committee a substitute in his absence and temporary impediments.
- To verify the accomplishment of the tasks entrusted to the remaining organs of the statutes and regulations of the organization.
– He is the President of the disciplinary committee.


General Secretary

- To coordinate the activities of the executive committee.
– He/She's the organization spoke person
- To appoint and to discharge members of the executive committee or of the general Congress by the proposal of the executive committee.
- Dissolve the general counsel by the authority of the President if necessary.
- To create or to contain representations of the organization in the interior or in the exterior
-To appoint representatives
- To represent the organization before partners and to sign documents of the organization if necessary.
- To verify the accomplishment of the tasks entrusted to the remaining organs of the statutes and regulation of the organization.
- Direct the whole action of the organization with the view of materialization of his/her mark

Secretary for Information

It is competent to the Secretary of the Information the following:

To give press conference and to indicate someone that can grant interview in his/her behalf.
To have in his/her possession the possible contacts of organs of social communication of the countries of Portuguese expression and of members of the advice board of UN, SADC, and UA.
To maintain in his/her possession the representatives of NGO possible contacts of all and government entities
To sign official reports, ordinances, notes of press to the internal matter or of the Angolan community.
To write in a certain periodicity, motivating materials through the communication organ, in way to motivate the Angolan community on the challenges of the future
To notify the members that the news have to be from reliable sources and in agreement with the press laws.
To name a vice Secretary with powers similar to his/hers, and that it is attributed him/her some tasks drawn in this same article.
To inform with impartiality and independence the Angolan community.
To inform the community and to the members about new programs of C.E.C.A
10 To appoint or to discharge an advisor.
To propose programs of works to the executive committee.
Secretary for the communities

It is competent to the secretary of communities the following:

– To inform the community with impartial and accurate information.
–To interact analyze and to report the issues affecting the Angolan community to the executive committee in order to find solution.
– is responsible for all the branches of the communities (C.E.C.A).
–to report all the information gathered from the communities to the executive committee.
– To elaborate programs that will benefit the community.

Secretary for Finances

It is competent to the secretary of finances

is responsible of all the expenses of the organization
Present a yearly budget of the organization
is the President of the fund raising committee and presents projects on how these funds will be acquired
Has to approve a financial report in all the expenses.

Secretary for Juridical Affairs

Analyze juridical all of the documents of the organization
To accompany the tasks of the organization.
to coordinate the activities of the organization juridical
Supervise the activities of juridical character of the community's representations.
to gather the executive committee whenever it is necessary to treat subjects of juridical nature
To Represent the organization before organizations in the absence of the Secretary for international relation or accompany him if necessary.
to Defend the community's right and of the members of the organization basing on articles (17) and (18) of the Angolan constitution

Secretary for the promotion of women and children

It is competent to the secretary for promotion of women and children the following

To promote and to motivate female gender to work hand in hand with male gender
To motivate women to embrace the studies weather through adult education or workshops.
Encourage women who have skills to teach the younger generation
Motivate the children in learning their national cultural values in order to better understand and appreciate the heritage
Instil the culture of learning to the children at an early age.

1 Member's admission and rights

1) It is entitled the right to be effective member of the organization Angolan citizen without sexual discrimination, race, and tribe and above 18 years age.
A) To be admitted as effective member the candidate should present a proposal with all of the identification elements to representatives of the organization or directly to the General Secretary.

2 Is entitled to be member of the executive committee

Every member that is in the organization with minimum space of time of 6 months
He/she will have to be elected by the unanimity by the executive commission or by the President, vice President or general Secretary.
Can not be a member of the executive committee those that are part of the leadership of political parties, during the course of his/her mandate.

To preside to the community the individual should present the following
Requirements:

To be Angolan citizen
b) Above 25 years old
c) Reside in Cape Town
d) Be member of the executive committee
e) To be elected unanimously by 2/3 majority of all members of the organization.
f) To manifest about his/her interest in running for office to executive committee
